Rotational personnel move through their assignments on a 90-day cycle, with trained replacements maintaining continuity as each group rotates out.

Eight distinct operational areas contribute to the overall safety mission. Your notebook names some of these; the full set of eight still needs to be locked down.
Organizational Cubes
The 500-person unit isn’t a one-off — it’s designed as a repeatable “cube.” Four cubes make up the larger architecture as it currently stands, each one a self-contained copy of the same 500-person structure.
Country-to-Country Expansion
The same cube framework is designed to be adapted and replicated into additional regions — the mechanism by which the system scales beyond its country of origin.
